In support of both short- and long-term planning purposes, Watry Design, Inc. and Field Paoli conducted a Parking Feasibility Study for the City of Capitola.
The goal of the study was to develop preliminary project details for the first phase, which includes a parking structure, a new City Hall and a possible commercial development project. In addition to the creation of a minimum of 325 new parking stalls, the program had site constraints, sight line and pedestrian concerns, as well as budget parameters.
The team also developed five alternative plan layout options with preliminary cost estimates for each. Working with city stakeholders, Watry Design reviewed the site and developed design parameters, including entrance and exit limitations, topography, number of parking spaces provided, and pedestrian access routes to the Central Village.
Using this information, two options were selected as the preferred alternatives. Rough cost estimates were developed for each, including planning, permitting, engineering, construction and construction management costs, i.e. soft costs.
Master plans were also developed in conjunction with Field Paoli for the entire site, incorporating parking structure and City Hall, as well as spaces for future uses including civic functions and potential commercial space. A budgetary cost estimate for the selected master plan included preliminary site development cost based on square footage of the buildings and site improvements.
